For the Skitarii Rangers, Vangard and Ruststalkers it states in the rules that the Alpha's may draw items from the Special Issue wargear which icludes Info slave Skull and such. Why is this not a wargear option under army builder?

I think this just got reported as a bug. All valid equipment is found by scrolling down the Unit Options panel.
